Australian passport applications (& renewals) can now be lodged with the Honorary Consul, Chiang Mai – by appointment only. Please contact the Australian Consulate Chiang Mai (Monday to Thursday 9 am to 12 noon) on 091 857 6996 or by email –email@example.com – for information & to book an appointment.
Note – that you need to allow about three to four weeks for the passport to be processed and returned to you. Payment at the consulate in Chiang Mai is by credit card or debit card (with Visa or MasterCard logo) – an authorisation payment form will need to be completed. No cash or other credit, debit card payment is accepted.

Australian Embassy in Bangkok – is available to lodge passport applications and to provide notarial services. The consular services section no longer witnessing income or bank balance statutory declarations for Thai Immigration purposes. They no longer provide statutory declarations for residence certificates. See this page.
